Mr. Graham Muir
Graham Muir was appointed Head of Policy and Planning at the European Defence Agency on 1 April 2011.
From 2007, until joining the Agency, he was responsible within the Crisis Management and Planning Directorate in the General Secretariat of the EU Council (latterly in the European External Action Service) for the EU’s military operation in Bosnia and Herzegovina (Operation Althea) as well as being the EU Political Advisor to the Operation Commander. Before that, he worked in the United Kingdom Permanent Representation to the European Union, where he dealt with Common Security and Defence Policy issues. He chaired the Politico-Military Group during the UK Presidency of the EU in the second half of 2005.
From 1999 to 2004 Mr. Muir was at the UK Delegation to NATO where he was involved in the negotiation of the Berlin Plus arrangements and, latterly, acted as UK National Armaments Director Representative. From 1997 to 1999 he was Assistant Director of International Procurement Policy in the UK Defence Procurement Agency. From 1992 to 1996 he was Armaments Attaché at the UK Embassy in Paris, following which he spent one year on exchange in the Danish Ministry of Defence.
From 1981 to 1991 Mr Muir served in a number of policy positions in the UK Ministry of Defence.
He holds a Masters degree in Hispanic Studies from Edinburgh University. He attended Course 79 of the NATO Defence College in Rome (1991-92); and has also completed the European Security and Defence College High-Level Course (2007) as well as the Session Européenne des Responsables d’Armament in Paris (1998).
